Glenn Jones founded J4 Engineering in March of 2007. Prior to this he served as the Director of Public Works/ City Engineer for the City of Horseshoe Bay, Texas where he managed four city divisions including Development Services, Water, Wastewater, and Solid Waste. He previously worked with the City of Bryan, Texas where he was the Plant Operations Manager.

He is a licensed Professional Engineer and a Certified Floodplain Manger within the State of Texas with 14 years of municipal utility and private sector construction experience. Glenn’s experience includes the operations of water and wastewater systems, solid waste management, and various aspects of community development. He has participated in the development and implementation of Utility Master Plans, co-authored city ordinances, and established city design standards. He has served on Site Development and Review Committees, with the responsibility of reviewing plans and submittals for compliance with city standards. In addition, he has served as project engineer on multiple capital improvement projects for cities, including: two wastewater treatment plant upgrades, a new water production Supervisory Control And Data Acquisition (SCADA) system, hauled waste pre-treatment station, and a new water chlorination system.
